A New Era for the Texans

At the heart of Toro District will be a state-of-the-art headquarters and athletic complex designed to support the team’s continued growth. Texans Chair and CEO Cal McNair described the announcement as a historic moment for the organization, calling it the most significant evolution since the franchise’s inception.

The facility will expand training capabilities while creating new opportunities for youth programming, community events, and educational partnerships. The Texans will participate in the development through an affiliate, reinforcing their long-term commitment to Harris County and the Greater Houston community.

Economic Impact & Job Creation

Toro District is projected to generate approximately $34 billion in long-term economic impact and create more than 17,000 jobs across the region over time. The project is expected to act as a catalyst for growth in Northwest Harris County, complementing nearby major employers, including the future Chevron research and development campus.

Designed as a year-round destination, the district will feature retail, restaurants, hotel accommodations, entertainment venues, commercial offices, and medical space within Bridgeland Central—the community’s emerging urban core.

Education & Workforce Development

A key pillar of Toro District is its focus on education and workforce development. Students from Cypress-Fairbanks Independent School District, Waller Independent School District, and Lone Star College will gain access to internships, career pathway programs, and sports-focused educational initiatives.

In addition, local hiring initiatives and apprenticeship programs for construction and skilled trades will provide meaningful employment opportunities and strengthen long-term economic mobility in the area.

A Strong Public-Private Partnership

The project reflects a powerful collaboration between the Texans, Howard Hughes, and Harris County Commissioners Lesley Briones and Tom Ramsey.

Plans include expanded parks and trails, infrastructure improvements, enhanced mobility, and a future on-site Community Services Center to bring county resources closer to residents in one of Texas’ fastest-growing corridors.

Commissioner Briones emphasized the transformative potential of education, job training, and employment opportunities, while Commissioner Ramsey highlighted Harris County’s legacy as an economic driver and innovator in infrastructure.

For David O’Reilly, Chief Executive Officer of Howard Hughes, Toro District represents more than a headquarters. It signals where Houston is headed.

By uniting visionary public leadership, a world-class NFL franchise, and a long-term development partner, Toro District is poised to deliver jobs, infrastructure improvements, expanded access to services, and a gathering place families can enjoy for generations.

Ultimately, Toro District is not just a development, it is a statement about growth, opportunity, and the future of Northwest Harris County.
